四川省城乡义务教育投入一体化的有效途径探索

摘　　要：推进城乡义务教育投入一体化,是《国家中长期教育改革和发展规划纲要(2010—2020年)》的重要内容,更是教育均衡发展的内在需求。四川省作为全国统筹城乡教育综合改革的试点省份,已经开始对城乡一体化战略进行探索,而经费问题一直是制约城乡义务教育均衡发展的重大瓶颈。只有树立城乡义务教育一体化发展的理念,逐步将义务教育管理权限上收至省,并适当加大中央对义务教育专项转移支付力度,分阶段分步骤逐步推进,才能实现四川省城乡义务教育一体化发展,真正达到教育公平。To promote the integration of urban and rural compulsory education is what the National Education Reform and Development of Long- term Planning Programs （2010- 2020） emphasizes, as well as the inner demand of the balanced development of education. Sichuan Province, as an experimental area of comprehensive refoml of the coordination of urban and rural education,is exploring the strategy of achiev- ing urban and rm＇al integration. However, educational investment is always a big problem restricting the balanced development of urban and rural compulsory education. We can realize the integration of urban and rural compulsory education and educational equity by fostering the concept of integration of urban and rural compulsory education, enhancing the managerial system of compulsory education to provincial level, increasing the central government＇ s transferred investment in compulsory education and advancing the integration step by step.
