摘 要:从现有的研究看,在高校科研创新团队绩效评估中通常采用的量化指标体系,未能全面、准确地反映创新团队绩效的影响因素,而且不完全适合作为高校科研管理部门的评估方式。高校科研管理部门在创新团队的建设与评估过程中担当着特殊的角色,它应该成为创新团队的建设主体,而不是高高在上的评估主体或置身事外的旁观者。本文立足高校科研管理部门的视角,借鉴正在得到广泛应用的参与式方法,尝试改进和完善现有的创新团队绩效评估模式,并构建初步的参与式评估机制。According to the existing research,the quantization index system which often used in university research and innovation team performance assessment,is not accurately reflect the factors of innovation team performance,and not entirely suitable for university scientific research management assessment.University scientific research management department plays a special role in the building of an innovative team and the assessment process.The department should become the main body of the construction of innovation team,rather than superior assessment of the subject or keep out of the affair.From the perspective of the scientific research management department,this paper try to improve and perfect the existing innovation team performance evaluation model,and construct the initial participatory appraisal mechanism,based on the widely applied participate in type method.
