摘　　要：抗震救灾方针政策体现了国家抗震救灾工作的根本思想。新中国抗震救灾方针政策发展经历了三个阶段:20世纪70年代邢台地震后地震工作方针确立、改革开放后抗震救灾工作方针调整和20世纪以来地震工作方针不断完善。中国地震工作方针以"预防"为核心,在不同历史时期都起到积极的作用。新中国抗震救灾方针政策的历史进程,彰显出中国共产党执政为民的理念。Abstract： The earthquake relief principles and policies reflect the fundamental idea of the national earthquake relief work.. The making of the new China earthquake relief principles and policies has gone through the phases： seismic guidelines established in the 1970s after the Xingtai earthquake arLd the reorientafion of the earthquake relief work after the reform and opening up policy of continuous improvement of seismic work since the 20th century. Prevention has been the core of the principle of the Chinese earthquake relief work, which plays a positive role in different historical periods. The historical process of the new China earthquake relief guidelines and policies making fully highlights the concept that th Communisll Party of China rules the country just for the Chinese people.
