摘 要:我国农民职业教育经过数十年的发展已初具成效,但也存在诸多问题,并不能满足当前培训新型农民和职业化农民的需要,因此亟需创新农民职业教育培训理论。在杨凌示范区实地调研的基础上,从社区化教育的思想和虚拟培训组织理论以及成立农民职业教育非营利性组织的视角出发,构建出政府、学校、企业及民间非营利组织全面参与,以促进农民提升致富本领、促进农业经济繁荣和农村社会全面进步为目标的农民职业技能基地化培训模式,该模式在实施中要创新管理体制,注重培育民间非营利职教组织和涉农职教研究机构。After decades' development, the farmer education has already obtained great achievements in China, but it still faces with many problems, which can't satisfy the current needs of training new and professional farmers, so it is an urgent need to innovate the theoretical system for farmer vocational education. Based on practical investigations in Yan- gling Agricultural Demonstrative Area in Shaanxi province, from the perspectives of community-based education and the theory of VTO and building NPO for farmer vocational education, the base-oriented model for training farmers' profession- al skills was built, and its features include: comprehensive participated by all stakeholders such as government, schools, enterprises and non-profit organization, and taking the enhancement of farmers' enriching abilities, economic prosperity of agriculture and social progress of countryside as the objective. The implementation of the model should try to innovate management mechanism and pay attention to cultivate non-governmental organizations and agriculture-related research insti- tutes.
