教育投资刺激经济增长:澳大利亚“构建教育革命”政策述评

摘　　要：为降低21世纪初全球金融危机对经济造成的影响,澳大利亚联邦政府出台了"构建教育革命"政策。其主要内容是与各州政府及相关机构协调合作来高速建设与整修翻新学校基础设施以实现刺激国家经济使其良性发展与增长,同时通过改善学习环境琮帮助学生、家庭和社区以及教师。该政策以投资教育基础设施建设作为一个重要的突破口,在惠及学校、家庭及社区的同时,有效地实现了刺激国家经济发展的目的。该政策的实施表明,除传统的刺激经济的模式外,教育投资亦能较好地刺激国家经济增长,实现双赢互利。In order to decrease the influence of the global financial crisis for the economy at the beginning of the 21st century, the government of the Commonwealth of Australia unveiled the plan, Building the Education Revolution. The main contents of the plan are to construct rapidly and refurbish schools infrastructure to stimulate national economic growth and development, meanwhile, to help students, families, communities and teachers by improving learning environments. Making investment for educational infrastructure as a breakthrough, the plan has achieved the aim for effective economic stimulus besides benefited schools, families and communities. The implementation of this plan shows that besides traditional modes of economic stimulus, educational investment also can stimulate national economic growth and realize win-win.
