完善社区教育经费筹集机制的探讨——以常州社区教育为例

摘　　要：社区教育是终身教育体系的重要组成部分,应当得到政府的大力支持,常州社区教育尽管起步较早,并取得了一定成效,但是政策和经费保障的支持力度与社区教育发展需求尚不匹配,主要表现为投入少、缺乏明确的保障渠道。政府相关部门首先要确保公共财政投入成为社区教育经费筹集的主渠道,在此基础上尽力完善社区教育多渠道经费筹集机制及社区教育资源整合机制,为社区教育的发展提供有力的经费保障。Community education plays a significant role in the system of life-long education, which should get strong support from the government. Although community education in Changzhou started early, and has achieved a success, the effort in support of policy and funds does not match with the requirements of development in community education, as manifested in low input and deficiency of support channel. Related government departments should ensure the public finance to be the main channel of fund raising, and try their best to improve both the muhi-channel fund-raising mechanism and integration mechanism of the community education resource, so as to provide the strong funds guarantee for the development of community education.
