Evaluation on Free Policy in Secondary Occupation Education

摘　　要：评估中等职业教育免费政策的制定过程,发现其在公众参与度、可预测性和程序公正性方面尚有欠缺,政策客体处于缺席状态,其利益要求被淹没在国家利益和社会需要中。中等职业教育免费政策在效益标准、效率标准、公平标准和政策回应度等方面未能达到良好的政策目的。中等职业免费政策的调整,需要倾听人民的声音,关注人民的利益需求,创造和提供人民参与教育政策制定的路径和条件。When evaluating the process of making free policy in secondary occupation education, it is found that public participation, predictability and procedural justice remain to be enhanced. The policy object was in a state of absence and their demands give way to national interests and social needs. Free policy in secondary occupation education cannot achieve its goals in benefit standards, efficiency standards, fairness standards and policy feedback, etc. The adjustment of the secondary oecupation free policy need to pay close attention to the demands of people, and create and offer the methods and conditions in which people could engage in education policy making.
