摘  要:城乡之间存在的学前教育差异,学前教育在国民教育体系中的地位长期得不到认可,以及当代国民经济的持续发展等因素构成了我国学前教育政策的现实背景。继相关学前教育政策颁布实施以后,我国农村学前教育也随之发生了可喜变化。但部分地区的农村学前教育还面临着教师素质、经费投入、政府管理等方面的困难,使学前教育政策执行面临较大的挑战。这需要政策执行过程完善相关的执行手段、加大政策资源投入、提高执行人员素质、加强政策实施过程的监控。The factors such as the differences on preschool education between in city and in rural area, the status of preschool education in the system of education being ignored, and the development of economy in our county form the background of the policy on preschool education. After a series of policies published and put in practice,a huge change on preschool education have been taken place in rural area. There are many difficulties on teacher's quality, funds, management from the government which hindered the development of preschool education in rural area, hence, perfecting implement means, enlarging the funds, raising the exactor's quality, strengthening the supervisory are needed during implementation of the polities on preschool education.
