公办高职院校管理监督体制机制思考

摘　　要：公办高职院校监督乏力等现状决定着其监督体制机制有必要改革。高职院校治理中的监督重点是对决策科学性、执行严肃性和绩效充分性的监督,由此建议将零星监督改革为系统监督。根据利益相关者共同治理理论,设计质量管理委员会制度,明确人员构成、职责分工、运行机制等。The current insufficient supervision at state-run vocational colleges requires necessary reformation in terms of the systematic managerial supervision. The focus should be on monitoring the scientificalness of decision-making, seriousness of implementation and sufficiency of performance. Therefore, it is suggested that the current fragmentary supervisions should be replaced by systematic ones. In accordance with the theory of stakeholders＇ co-governance, an organization of quality-control management committee is designed and its personnel constitution, division of responsibilities and operating mechanism are clarified.
