地方公共财政扶持民办高等教育政策的优化选择

摘　　要：民办高等教育为政府分担了教育经费、积累了公共教育资源,受益的是整个社会和民族。但民办高校经费不足、师资力量不强、教学设施不足,公共财政扶持民办高等教育是深化教育体制改革的要求。公共财政扶持作为一种政策,具有引导体制机制变革的作用,在导向分类管理的同时,要避免造成对营利性民办学校的新歧视。财政扶持在"还原"民办教育公平的同时,应向农村生源适当倾斜。财政扶持投向民办高校的职业教育和特色办学是发挥其体制机制优势的优化选择,资金效用和教育价值更大。Private higher education shares the responsibility of educational funds for the government,and accumulates public educational resources,which benefits the entire society and nation.However,some problems exist in private higher education including insufficient funds,lack of faculty,and shortage of teaching facilities.Thus,to deepening the educational reform requires public financial support to private higher education.Public financial support,as a policy,plays the role of guiding the reform of system.In classification management,new discrimination should be avoided for the profitability of private university.Financial support should restore the educational equity for private education.Meanwhile,it should give more attention to students in rural area.Supporting the vocational and featured education of the private colleges is the optimized option for the local public finance,by which the advantages of private colleges can be made full use and the finance support is bound to have more utility and value.
