摘　　要：高等学校中层领导干部是高等教育管理活动的中坚力量,加强中层领导干部素质建设,是提高高等教育质量和人才培养质量,实现高等教育现代化战略目标的重要保证。在教育现代化背景下高等学校管理工作出现了许多新特征:树立先进的高等教育理念,实施高等教育现代化、自主化管理制度,造就一支高素质的中层领导干部队伍。高等教育现代化对高等学校中层领导干部素质提出新要求,高等学校中层领导干部必须具备高尚的道德情操和过硬的政治思想素质,合理的知识结构和开拓进取的创新能力,全面的组织协调能力和团结协作的大局意识,雷厉风行的工作作风和高效快捷的管理效率。在教育现代化进程中高等学校必须提升中层领导干部素质,深化干部人事制度改革,加强领导干部教育培训机制,严格执行干部考核制度。The middle-level leading cadres of colleges and universities play the role of backbone in college management.So strengthening the quality-oriented construction of middle-level leading cadres is an important guarantee to improving educational quality and personnel training quality and thus realizing the strategic goal of modernizing our higher education.Currently,in the context of educational modernization many new features appear in the management of colleges and universities：developing advanced management philosophy of higher education,applying modernized managemental means to higher education,implementing the autonomous higher education management system and building a quality contingent of mid-level leading cadres.Also,the modernization of higher education raises new requirements to the quality the middle-level leading cadres of colleges and universities ought to possess：they must possess the noble moral sentiment,strong political and ideological quality,reasonable knowledge structure and ability to do pioneering work,comprehensive ability of organization and coordination,sense of general situation,in which solidarity and cooperation is emphasized,work style of carrying out one＇s task with drive and sweep,and efficient management efficiency.In the course of educational modernization colleges and universities must try to improve the quality of their middle-level leading cadres,deepen the reform of their cadre and personnel system,strengthen the educational and training mechanism of their leading cadres,and strictly carry out the assessment system for leader cadres.
