摘　　要：本文在进行问卷调查和访谈的基础上,对新疆高校基层党支部书记能力培养方面进行了探讨,力图通过研究新形势下高等院校发展与基层党支部书记的作用之关系,科学合理地提升支部书记的能力,为使支部工作成为学校工作贯彻党的教育方针、落实科学发展观、培养创新型人才的总体目标保驾护航。Based on questionnaire survey and interview, this pa- per explores the cultivation of secretary ability of college faculty party branch, trying to study the relationship between the devel- opment of higher education and the role of basic level party branch secretary under the new situation. We should scientifical- ly and reasonably ascend branch secretary＇s ability, so as to reach the overall goal of implementing education policy, implementing the scientific outlook on development, and cultivating innovative talents.
