摘 要:文章提出招投标将成为高校物业管理项目选择委托运营企业的基本方式,在对高校物业管理的法规依据以及招投标的边界条件进行分析的前提下,从经济、技术、管理3方面10个指标构建高校物业管理的预评标体系,并选择出一定数量的企业进入竞标阶段,依据第一价格密封竞标原则来选择委托运营的物业管理企业。最后,本文分析了高校物业管理中存在的诸多问题,论述了创新高校物业管理的途径和方法,并从招投标、组织结构和监督机构以及聘任与晋升机制三个方面提出了提高高校物业管理效率的政策建议。The article suggests bidding will become the basic model when university property management project selects entrusting operation companies. In analysis of university property management regulations and rules as well as boundary conditions of bidding process, ten indexes of university property management evaluation system are constructed from economy, technology and management at the same time a certain number of enterprises are selected to enter the bidding phase. Then entrusting operation companies are selected according to the first price sealing bid principle. At last the article analyzes different problems in university property management and discusses approaches of innovating university property management in which suggestions of enhancing university property management efficiency are put forward by means of bidding, organization structure, supervision agencies, appointment and promotion mechanism.
