对加强边境民族地区农村基层组织建设的若干构想——基于滇东南的研究视角

摘　　要：随着惠农政策的连年升级,今后一段时期将是农村城镇化、农业产业化的黄金发展时期。边境民族地区基层组织肩负着富民、兴边、固边、睦邻等历史重任。必须在思想上彻底扭转,在行动上敢为人先,以加大对基层组织的投入和帮扶力度,提高待遇,吸引各界精英加盟农村基层组织为关键;以加强基层领导班子建设为核心;以完善和创新基层组织干部选拔制度,构建长效培训机制,完善和创新考核、激励机制,加强对基层组织的管理和监督为着力点;以完善大学生村官、挂职干部援建机制,完善和创新产业协会运行机制为补充,合力推进边境民族地区农村基层组织又好又快发展。As the agriculture preference policy kept being upgraded in recent years,the urbanization and industrialization in China＇s rural areas has entered a golden era. The local governments in border ethnic regions have shouldered the responsibili- ty for some historic tasks like enriching the masses,motivating border society,maintaining border stability,and enhancing con- cord among neighboring areas. Thus, it is necessary that the local governments must enhance their mentalities and dare to be the first on issues as follows：to extend the investment and support to grass-roots level ;to improve the welfare to attract rural elite into local governments;to strengthen the leadership of local governments;to perfect the selection mechanism of local cadres creatively by establish a long-term training system ;to innovate the evaluation and stimulation mechanism, and strength- en the management and supervision to local governments;to improve the college graduates and cadres into villages and coun- ties system, and to further develop the guilds.
