摘　　要：试图阐述公共卫生伦理学的基本概念、基本原则和概念框架,并通过例举多个公共卫生伦理的具体案例来阐明如何利用道德推理来解决公共卫生研究和实践中出现的伦理冲突,制定有效的公共卫生政策和措施。This article reviewed the basic concepts and principles of public health ethics,and conceptual frameworks for ethical reasoning in public health research and practice.Several important cases in public health ethics have also been highlighted.Attention to ethical issues will help facilitate the effective planning,implementation,and growth of a variety of public health programs.
