摘 要:民航强国建设已成为我国民航业的重大战略目标,是民航发展的高级阶段。实现民航强国目标需要综合分析和评价我国民航的发展水平。对民航发展水平的评价是一个多目标、多层次、结构复杂和因素众多的系统工程。在评价中受到各种指标因素的影响,并且某些指标具有非统一性、随机性和模糊性。利用模糊综合评判的方法来评价我国民航业的发展状况,得出我国目前尚处于民航大国阶段,还没有实现民航强国目标的结论。Civil aviation power construction has become China's important strategic target of civil aviation. Civil aviation power is the advanced stage of development of civil aviation. In order to realize the goal of civil aviation power, we have to ana- lyze and evaluate the development level of civil aviation. The evaluation of the development level of civil aviation is a system engineer which is affected by multi - objective, multi - level, complex structure and many factors. In the analy- sis, it is influenced by all kinds of index, and some indexes are unity, random and fuzzy. This paper evaluates the de- velopment level of civil aviation by fuzzy comprehensive evaluation, and concludes that our country is still under civil a- viation power stage, still doesn' t achieve the goal of civil aviation powers. At last, it analyzes the development status of civil aviation according to the evaluation results.
