摘　　要：本文从各种质量管理体系标准对质量目标的要求出发,总结了研发项目质量目标制定过程中的相关问题,提出要充分发挥质量目标的指导作用和控制作用,就需要保证其科学性和权威性,而其科学性又具体体现在质量目标的全面性、层次性、可比性、协调性和可操作性等方面,其权威性除依赖于自身的科学性之外,还依赖于质量目标制定过程的权威性,质量目标结果产生与应用的权威性。From the requirement of a variety of quality management system standards, this article summaries issues related to the goalsetting process of the R＆D projects, and proposed that we should ensure the scientific and authoritative character of quality objectives in order to give full play of its guiding and control role. And the author further analyses its sub-character including comprehensiveness, hierarchy, comparability, co-ordination and operability of Scientificity, and identify the source of its authoritative including the scientificity and the generation and application process of quality objective.
