摘　　要：只有从我国社会转型的客观进程中,才能深刻理解公民道德建设的必要性及其现实路径。公民道德建设是中国历史发展的必然任务,是中国社会转型进程的客观要求。中国公民道德的生成,既有与西方社会相类似的普遍性,也有与西方社会相区别的特殊性。公民道德教育的关键在于激发公民的道德需要和营造良好的社会氛围,同时必须解决国家道德和制度伦理与公民社会发展和公民道德建设要求不相适应的问题。Only through the objective process of China＇s social transition can we get an in-depth understanding of the necessity of civic moral construction and its practical path. Civic moral construction is an inevitable task in the development of Chinese history as well as an objective demand in the process of China＇ s social transition. On the one hand, the formation of civic morality in China is similar to that in the West. On the other hand, it also has its own features which distinguish itself different from that in the Western society. The key in civic moral education lies in that it must make the citizens as a whole realize the necessity of civ- ic morality and create a favorable social atmosphere. At the same time, we must solve the problem that state morality and institu- tional ethics cannot accommodate civic social development and the requirements of civic moral construction.
