摘　　要：建设社会主义和谐文化反映了人类社会普遍的需求和人类社会发展的普遍规律,揭示了人类共存的价值。建设和谐文化需要发挥大学的文化功能,高等教育为构建和谐文化提供强大的智力和人才支撑。高等教育民主化作为一种改革渐进的过程,具有平等与公正、自由与宽容、自主与自治等独特的内涵。从高等教育的社会与个体需求、高等教育发展观等多个层面促进高等教育民主化。Building a socialist harmonious cuhure reflects the universal law of human society in general needs and develop-ment of human society, Reveals the value of human coexistence. Building of a harmonious culture needs to develop the cultural functions of university. The development of higher education provide a strong intellectual and human resources support to build a harmonious culture. Democratization in higher education, as the process of gradual reform, has the unique meaning of equality, justice, freedom, tolerance and autonomy. The democratization in higher education should be promoted from the various aspects, namely, individual and social need, development concept of higher education, etc.
