摘 要:九年义务教育政策致力于解决普及义务教育和保障公民受教育权利等公共问题,当作为既定政策目标群体的学生出现大规模辍学现象之时,就意味着政策本身出现了某种失灵。选取宁夏回族自治区D乡的初中学生辍学现象作为研究案例,从政治系统理论和公共政策执行过程理论框架出发,对少数民族农村地区的辍学现象作相应的解释:受现代社会经济发展的外部环境冲击,部分学生有了严重的辍学意识,加上教育投入资金和师资的缺乏、义务教育政策执行的失灵,最终产生了系统的反常输出——大量初中学生的辍学。这种严重辍学现象对义务教育政策在具体层面的改革提出了挑战,也成为摆在地方教育主管部门和社会各界面前的一个难题。Nine-year compulsory education policy is one of the public policy committed to the popularization of compulsory education and guaranteeing citizens' right of education. The appearance of large-scale dropout phenomenon shows that the policy itself is in failure. This paper selected a junior high school in D town in Ningxia Hui Autonomous Region as a case, in which many middle school students drop out of school. With the theoretical framework of political system theory and public policy implementation, the paper gave corresponding explanation to the drop-out phenomenon in ethnic rural areas. Impact on the external environment of the economic and social development, part of students had serious consciousness of dropping out, at the same time, it was lack of funds and qualified teachers of educational input, the implementation of compulsory education policy was failure which finally resulted in an abnormal output of the system that was the dropping-out of a large number of junior high school students. This phenomenon challenged greatly the reform of the compulsory education policy in China in the practical level and also became a big problem faced by the local department in charge of education and various circles of society.
