摘　　要：一个合格的教师应该具有传授理论知识、实践知识的教学能力,以及终身学习和专业发展的动力。教师资格认定工作的改进,在理论知识维度,要考量教师科研方面的发展动态和教师的教学反思、创新能力;在实践知识维度,要在政策与评价体系上明确教师的实践取向,扩大教师职业发展中继续教育的内容;在教师专业发展维度,要加大定期认证的宣传力度,引入定级认定概念,激发教师专业发展的动力。A qualified teacher should have the ability to teach theoretical and practical knowledge, and the motivity of lifelong learning and professional development. To improve the identification of teachers＇ qualification, it is necessary to assess the scientific research developments, the teaching reflection and the innovative capability of teachers in terms of theoretical knowledge; to make clear the practical orientation of teachers and expand the continuing educa- tion contents in the career development of teachers in policy and evaluation system in terms of practical knowledge; to give more publicity to the regular certification and introduce the concept of grading identification to stimulate the power of their professional development in terms of teachers＇ professional development.
