摘　　要：党的十七大报告中提出"要建立健全党内激励、关怀、帮扶机制,关心和爱护基层干部、老党员、生活困难党员",十八大报告又提出要"加强和改进思想政治工作,注重人文关怀和心理疏导"。如何以人为本,做好新形势下党内人文关怀工作已经成为高校基层党建的重大课题。本文在分析党内人文关怀重要性的基础上,针对高校党内关怀出现的新问题、新情况,探索建立健全党内人文关怀机制的新思路。the report of the 17th Party congress put forward 'to establish and perfect the incentive,caring,supporting mechanism,and care and love grassroots cadres,the senior Party members,and party members with difficult life '.The eighteenth Party congress report proposes to 'strengthen and improve ideological and political work,pay attention to humane care and psychological counseling'.How to be people-oriented is the important issue of the grass-roots Party construction According to the new problems and situations of the Party care,we should explore and establish new mechanism to perfect the Party's humanistic care, based on the analysis of the importance of the humanistic care in the Party.
