摘 要:人才资源是区域经济可持续发展最关键的生产要素,谁拥有人才,谁就获得竞争优势。培养和吸引人才的关键在于营造一个良好的人才环境。人才环境评价指标体系的构建能够为人才环境的优化配置提供科学指导,是人才环境研究的前提与基础,也是区域人才优势建设的核心问题,在当今社会具有很强的理论意义和现实意义。运用人才环境评价体系验证了全国各省、直辖市和自治区的人才环境结果发现,上海、北京、广东、江苏、浙江、天津等六个地区位据前六名,全部位于东部发达地区,人才环境优;内蒙古、福建、辽宁、黑龙江、青海、海南、宁夏等七个地区人才环境较好;山西、陕西、河北、吉林、新疆、重庆、山东、四川、湖北、湖南、江西、云南、河南、西藏等14个地区人才环境较差;而贵州、安徽、广西、甘肃等四个地区人才环境为差,其中广西和甘肃的状况尤为令人担忧。Human resources are the most important productive factor for the sustainable economic development of a region. In other words, talented personnel will bring about a competitive advantage to their owners. The key to developing and attracting talented personnel is create a good environment for them. The formation of evaluation index system for talent environment will provide a scientific guidance for the optimized configuration of the talent environment. Also, as a premise and foundation of talent environment studies and the core issue in the regional talent advantage as well, this system is of much significance for today's society both theoretically and practically. The evaluation system is used to verify the talent environment in provinces, municipalities and autonomous regions all over the country. It is found that Shanghai, Beijing, Guangdong, Jiangsu, Zhejiang, and Tianjin rank among the top six, which are all located in the eastern developed regions, where the talent environment is good; Inner-Mongolia, Fujian, Liaoning, Heilongjiang, Qinghai, Hainan and Ningxia belong in the regions with better talent environments; The talent environment is relatively poor in such regions as Shananxi, Shanxi, Hebei, Jilin, Xinjiang, Chongqing, Shandong, Siehuan, Hubei, Hunan, Jiangxi, Yunnan, Henan and Tibet; but Guizhou, Anhui, Guangxi and Gansu share a bad talent environment, of which Gansu's the worst province.
