摘　　要：藏汉双语教育制度构建是藏民族居住地区基础教育改革与发展的关键,藏汉双语教育是藏民族居住地区文化多元的必然产物。依据国家制度框架,是思考藏汉双语教育制度建设的基本路径。从民族区域自治制度、国家教育制度、国家语言文字制度的规定中,可以延伸出藏汉双语教育制度的基本精神和基本价值。The construction of Tibetan and Chinese bilingual education system is the key of reform and development of basic education in Tibetan ethnic minority region,Tibetan and Chinese bilingual education is turning into an inevitable outcome with its cultural pluralism.Based on the framework of national system,which is the basic path in thinking of Tibetan and Chinese bilingual education system.From the regulation of the system of regional ethnic autonomy,the education system of state and national language system,we could extend out into the basic spirit and basic value in Tibetan and Chinese bilingual education system.
