摘　　要：以公平为价值取向的中等职业教育免费政策在进行合法性宣传的时候并不能给出足够的令人信服的理由。同时,在政策实施过程中逐渐显露出的有效性不足和公平性缺失呼唤中等职业教育政策的调整。高中阶段教育政策的完善需要以开放的心态接纳不同的意见,尤其要关注政策客体的利益诉求。Secondary occupation education free policy is value fair orientation with fairness, but when it conducts legal publicity it cannot give enough compelling reasons, have a tendency to excessive initiative. At the same time,In the process of carrying out, insufficient effectiveness and fairness flaw of the policy is gradually exposed and calls for inquiry and adjust- ment for this problem. The perfect of the high school stage education policy needs to be open to accept different opinions, particularly pay attention to the interest demand of the policy object.
