国外基础教育公私合作伙伴关系探新——以教育治理为视角

摘　　要：国外公私合作伙伴关系(PPP)的兴起及全球扩张,与20世纪80年代出现的经济自由主义或新自由主义,以及随后发生的社会、政治和经济生活组织的转型有着密切关系。其中,基础教育部门推行的新自由主义(准市场、竞争机制和私有化雏形),及其主要支持者重构教育并使之按照自由市场原则运行的实践中所面临的挑战,则成为国外基础教育PPP研究所关注的重要内容。本文拟就本世纪初出现的基础教育PPP及其理念层面的承诺、全球发展网络的形成对基础教育PPP的全球化进程所起的作用,以及这一进程对公共教育服务的产业化治理的适用性作一一探讨。The rising and global expansion of PPPs in overseas basic education is closely related to the economic liberalism or neoliberalism emerging in the 1980s and to the structural transformation of the social, political and economic life arising afterwards. Among them, the neoliberalism implemented in the education sector including quasi-market, competition mechanism and privatization prototype, and the challenges facing their advocates in their work to reconstruct education so that it will operate according to the principles of the free market, are the main content focus of the researches of PPPs in basic education overseas. This paper is intended to probe into the PPPs in basic education emerging at the beginning of this century and the commitments made by their notions, the functions the formation of the global development network plays in the globalization of PPPs in basic education, and the applicability of this process to the industrialized governance of public education services.
