摘　　要：俄罗斯《2011～2015年联邦教育发展目标纲要》对推进普通教育和学前教育的现代化;完善更新职业教育的内容和结构;发展教育质量和教育服务需求评价体系三项任务及措施保障做出了明确规定,并对政策实施的社会和经济效应进行了预期评价。俄罗斯教育政策具有内容要素的完整性和系统性、目标任务的科学性和详尽性、措施保障的有计划性和公开性、实施进程的可监控性和实施效益的可预测性等特点,为我国教育政策内容规范的完善提供了启示与借鉴。ussia＇s 2011 to 20 15 federal education development target program specified the tasks and supporting measures of how to promote ordinary education and the modernization of preschool education, updating the content and structure of the vocational education, and developing education quality and education service needs assessment system. And it also gave a predicative evaluation of the social and economic effect after implementation. The content elements of Russia＇s education policy is integrated and systematic, the purpose is scientific and detailed,supporting measures are planned,and implementation process is monitored,with predictability of implementation effect. It provides some enlightenment and reference for education policy content in China.
