城乡义务教育优质均衡发展的有效机制研究——以江苏省为例

摘　　要：江苏省义务教育的发展在近10年来取得了显著成效,但在均衡发展过程中仍然存在着城乡差距较大的问题,要在2020前完成全省实现县域义务教育优质均衡的任务还十分艰巨。必须加强省级宏观规划与指导体系;完善财政和师资两大动力支持体系;健全教育管理监督服务体系,建立起城乡义务教育优质均衡的有效机制,以保证城乡义务教育优质均衡工作的稳步进行,以及优质均衡目标的顺利实现。The development of Jiangsu compulsory education has got remarkable results in the past ten years. However, the gaps between urban and rural areas still exist in the balanced development. Since the task of implementing the quality balance of provincial compulsory education before 2020 is still very arduous, we must strengthen the provincial macro planning and guidance system, perfect two dynamic support systems for finance and teachers, and improve the education management supervision and service system, with the construction of effective mechanism of urban and rural compulsory education quality balance, so as to ensure the work carried on steadily, and achieve the goal of quality balance successfully.
