摘　　要：本文根据十八大精神的要求,从公安工作的使命和任务出发,运用历史逻辑和现实逻辑相结合的考察方法,对公安教育培训工作的本质属性进行了深入探讨。提出了公安教育培训是职业教育基础上的素质教育的观点。这对于认识和指导公安教育培训工作具有一定意义。This paper, based on the require- ments of the spirit of the 18th Congress, starting from the mission and tasks of public security work, using a combination of his- torical logic and realistic logic, in-depth discussed the essential attribute of public se- curity education and training. And it Put forward the point of view that tbe public security education and training is the quali- ty education on the basis of the vocational education, which has a certain significance for understanding and guiding the work of public security education and training.
