中国环境弱势群体状况分析

摘　　要：通过新农村建设、环境正义和生态文明建设等多重视阈可以将我国的环境弱势群体分为环境资源匮乏群体、环境污染受害群体、环境风险承担群体和生态建设受损群体等。当前我国环境弱势群体面临的主要问题是政策制定的缺位、法律规定的缺陷、补偿力度的不足等。对环境弱势群体进行帮扶的基本原则包括优化政府决策、约束企业行为、健全法律保障和完善维权体系等。Through multiple perspectives of the new rural civilization, we can divide the Chinese environmental construction, environmental justice and the construction of ecological vulnerable groups into environmental resources shortage groups, environmental pollution damaged groups, environmental risk bearing groups, ecological construction damaged groups and so on. The current facing problems of Chinese environmental vulnerable groups are the absence of policy making, the defects of legal rules, and the shortage of compensation strength, etc. The essential supporting principles for environmental vulnerable groups inc!ude optimizing decision-making of government, improving the rights protection system, etc. managing behaviors of enterprises, improving legal protection, and improving the rights protection system, etc.
