摘　　要：在文献综述的基础上,界定技术创新文化定义,明确技术创新文化内涵分析框架:技术创新观念文化、技术创新制度文化和技术创新行为文化;应用此框架深入分析日本技术创新文化内涵,日本目前正在发生的技术创新文化变革;提出日本的集团主义、综合创造、政府引导、大企业为中心的创新网络的技术创新文化内涵支持了日本的渐进式技术创新,以及日本发挥政府引导作用,以制度建设为切入点,促进技术创新文化变革。Based on the literature review, the paper firstly defines what is technical innovation culture and the analytical frame of its connotation ： idealistic, institutional and behavioral culture of technical innovation. Secondly it analyzes Japanese technical innovation culture connotation by using the frame and Japanese technical innovation culture change ongoing. Lastly it summarizes that the connotation of collectivism, synthetic creation, government induction and the big company - centered innovation network of Japanese technical innovation culture support the Japanese incremental technical innovation, and that Japanese government induces the technical innovation culture change by institution building as the start point.
