采用综合评分法和加权RSR法评价湖南省农村药品两网建设现状

摘　　要：目的了解湖南省农村药品监督网络和供应网络(简称"两网")建设现状。方法基于自制的评价指标体系,采用综合评分法和加权RSR法对湖南省2008～2010年全省各个地市的建网现状进行评价。结果综合评分法从优到劣的顺序:衡阳、张家界、永州、株洲、长沙、湘西、郴州、岳阳、怀化、湘潭、邵阳、益阳、娄底、常德;加权RSR法从优到劣的顺序:衡阳、永州、张家界、长沙、株洲、郴州、邵阳、常德、湘西、怀化、娄底、岳阳、湘潭、益阳;两种方法的评价结果呈正相关(r=0.780,P<0.01)。两种方法的纵向评价结果一致,从优到劣的顺序依次为2010、2009和2008年。结论通过评价发现两网建设存在地区不均衡性,综合评分法和加权RSR法评价药品"两网"建设具有良好的一致性,可应用于湖南省农村药品"两网"建设的评价。[Objective] To study the status of the rural drug supervision network and supply network or ＂two networks＂ in Hunan Province. [Methods] Based on self-made evaluation index systems for rural drug supervision network and supply network in Hunan Province, using the comprehensive evaluation method and weighted RSR method evaluate the current status of networks construction from 2008 to 2010 in Hunan province. [Results] The comprehensive evaluation method is implemented to conduct an empirical study in 14 cities of in Hunan province. The rank from good to bad is Hengyang, Zhangjiajie, Yongzhou, Zhuzhou, Changsha, Xiangxi, Chenzhou, Yueyang, Huaihua, Xiangtan, Shaoyang, Yiyang, Loudi, Changde. The rank of weighted RSR method was Hengyang, Yongzhou, Zhangjiajie, Changsha, Zhuzhou, Chenzhou, Shaoyang, Changde, Xiangxi, Huaihua, Loudi, Yueyang, Xiangtan, Yiyang. It was a positive correlation between the re- suits of the comprehensive evaluation model and that of weighted RSR method. The correlation coefficient was 0.780 （P〈0.01）. The result of the comprehensive evaluation model was in accordance with that of weighted RSR method. The rank from good to bad was 2010, 2009 and 2008. [Conclusion] We found the not bal- anced between different region of ＂two nets＂ construction, the comprehensive evaluation model and weighted RSR method evaluate the drug ＂two nets＂ construction has good consistency, can apply to the comprehensive evaluation of construction of ＂two nets＂ in Hunan province.
