摘　　要：埃塞俄比亚政府于1997-1998年，启动了教育部门发展计划，旨在普及初等教育和提高教育质量。埃塞俄比亚教育部门发展计划既有长期安排，又有短期计划，每一个阶段都有明确的目标和财政支出计划。教育部门发展计划实施以来取得了显著的成绩，也存在一些问题。The government of Ethiopia launched educational sectors cteveiopment program in 1997/98. Its aim is to universalize primary education and improve the quality of education. The education sectors＂ development program has both long-term plans and short-term plans,and it has the definite targets and the financial expenditure plans in every phase. Since the education sectors＂ development program has been implemented, remarkable results have been achieved ,but there are some problems existed.
