摘　　要：锚泊船与他船发生碰撞在船舶碰撞的案例中并不少见。当人们在对碰撞责任进行认定时,一般都认为锚泊船没有碰撞责任或者承担的责任比例很小。基于锚泊船与他船发生碰撞的几种类型,分析了在《1972年国际海上避碰规则》(简称《避碰规则》)下锚泊船避让他船的义务,对如何理解《避碰规则》下锚泊船的避让义务提出一些看法。The collision between sailing ships and anchored vessel happens often. In such cases, when determining liability, anchored vessels are usually considered no fault. A number of issues about collisions involving anchored vessels under COLREG are discussed and some opinions in the respect of responsibilities for anchored vessels to avoiding collision from viewpoint of COLREG are put forward.
