职业学校毕业生就业制度存在的问题及对策--基于双证书制度的思考

摘　　要：高级别证书的价值未能体现、持同样的职业资格证书却不能进同性质的用人单位、工资福利待遇低是目前职校毕业生就业制度存在的问题。存在以上问题的根本原因是我国尚未确立学历文凭、职业资格两种证书并重的制度。在市场经济条件下,政府应通过保障就业机会均等、给予职业教育更多的关注等举措确立两种证书并重的毕业生就业制度。The problems existing in the current employment system for vocational school graduates include the failure to reflect the value of high level certificates, the inequity employment situation with the same vocational qualification certifi- cates and the low salary and welfare treatment. The primary cause for the above problems is the lack of system paying equal attention to the diplomas and vocational qualification certificates. Under the market economy, it is necessary for the government to establish the graduate employment system paying equal to the two certificates by guaranteeing the equal job opportunities and attaching more attention to vocational education, etc.
