摘 要:义务教育师资的均衡配置是实现义务教育均衡发展的基础。目前师资配置呈现非均衡的状态,表现在城乡教师资源数量和质量分布不均衡,城乡教师在入职教育、在职培训程度上存在很大差异,其原因有城乡经济文化发展的不均衡,城市本位的师资配置政策、教师培养监督机制缺失。针对这些问题,政府机构要保证必要的财政投入,调整城乡教师编制标准;建全教师培养监督管理机制以促进城乡教师资源的均衡配置,实现教育公平。The balanced distribution of compulsory education teache~ is the foundation for the balanced development of compulsory educa- tion. However, the allocation of teachers is unbalanced and there is a big difference between urban and rural teachers in the pre- service train- ing as well as on - the- job training, which result from the unbalanced development of urban and rural economy. As for these problems, the gov- ernment should not only guarantee necessary revenue to adjust the urban and rural teachers standard,but also take effective measures to realize a fair education mechanism.
