开放大学促进教育平等权的问题及建议

摘　　要：开放大学的建设和发展,在"以人为本"及开放、平等的核心理念指导下,促进和实现教育平等是题中之义。开放大学的开放理念、办学模式及办学目标等,均对公民的教育平等权具有推动的作用。在实践中,开放大学的建设和发展面临着一系列的问题,包括其法律定位不明、待遇不平等以及由此产生的歧视问题,并且面临着生存与发展的阻力。建设开放大学,促进和保障教育平等,需要一系列的转变和完善。Under the guidance of the core ideas such as ＂people-oriented＂, openness and equality, to promote and achieve education equality is the first concern for The Open University. In theory, the concept, model and objective of The Open University can promote the equal right to education of citizens considered, including its legal position, treatment. Great efforts in The Open University in practice, there are quite a few serious issues need to be fully should be made to promote and maintain the education equality.
