摘 要:近年来,国际教育援助的发展战略在援助目标、援助政策与援助方式上呈现了三大趋向转变。援助目标从经济增长优先逐渐转向促进社会公平上来,这种趋向转变也是基于实用主义价值崇拜向人文理性价值主导的变化过程。援助政策从重视职业与高等教育开始向基础教育倾斜,其源于人们对于贫困问题从经济贫困向人文贫困认识论的趋向转变。援助方式从传统的项目援助逐渐发展为部门援助与计划援助,实现了从关注局部效应向整体效应的趋向转变。随着我国教育外援工作潜在需求迅速增长,在复杂多变的国际局势下,我国教育外援需在战略认识、政策需求与援助策略上做出相应调整。在战略认识上,需要充分认识国际教育援助的本质意义,争取国际话语权;在政策需求上,全面认识教育扶贫的战略意义,加大基础教育援助力度;在援助策略上,需要转变援助方式,强化国际协调性。In recent years, the development strategy of international aid to education has undergone three major trends on targets, policy and approach. The target for international aid has gradually shifted the priority from economic growth to social equity, which is based on the change of values from pragmatism to humanist rationalism. The policy of aid to education has begun to support basic education from paying attention to higher education and vocational education, with the transformation of the understanding of poverty from economic poverty to human poverty. The approach to education aid has transformed from traditional project aid to department aid and plan aid, which has realized the change from paying attention to partial effect to general effect. With the rapid development of potential demand of educational aid in China, we should carry forward appropriate adjustment in the recognition of the strategy of educational aid, the policy requirement and strategy of support measures. That is, in the recognition of the strategy, we should sufficiently understand the essence of international education aid, and strive for international right of speech; in the policy requirement, we should comprehensively recognize the strategic importance of educational poverty alleviation, and devote greater effort to basic education aid; in the strategy of transformation of support measures, we should change the approaches and reinforce international coordination.
