摘　　要：十八大报告提出经济、政治、社会、文化和生态建设的总布局,意味着高等教育必须转变意识,培养知识、技能与素质相结合的全面型工程人才,这对原本教学资源紧张的高校提出了新的挑战。文章立足于教学活动现有资源,提出以"JIT"思想为指导的新型教学组织模式,并在微观领域加以实践,为宏观领域的实践活动提供借鉴,旨在为我国高等教育提供一种具有普适性的资源组合方式。The eighteenth national congress of the communist party of China report presents the general arrangement ot economy, politics, society, culture and ecological construction, and it means higher education must transform consciousness, cultivate holistic talents with knowledge, skill and quality. This concept gives a new challenge to colleges and universities with original strained teaching resources. The article is established in available resources for teaching activities, and presents the new teaching organization model guided by ＂JIT＂ ideology, and then practice in microcosmic fields to provide lessons for practice activities in macroscopic fields. The purpose is to provide a universal resource combination mode for higher education in China.
