摘　　要：文章阐述了航海英语应用能力的内涵,分析了航海英语教学现状和实现考证评估和能力培养平衡和交融的必要性,并提出了相应的解决措施,具有一定的指导意义。This article, based on a brief introduction of the connotation of maritime English skills, analyzes the status quo of maritime English teaching ＆ learning and the necessity of a balance and integration between COC （Certificate of Competency） examination and assessment and ability-building in maritime English as well as puts forwards the corresponding measures.
