政治关系、制度环境与劳动收入份额--基于全国民营企业调查数据的实证研究

摘　　要：企业家投资于政治关系寻求政治关系租金的行为,将影响企业内部要素报酬分配。本文在中国独特的制度环境下研究政治关系是否影响企业劳动收入份额,利用2004年、2006年和2008年三轮全国民营企业调查数据研究发现:有政治关系企业的劳动收入份额显著低于无政治关系企业,且政治关系程度越高,劳动收入份额就越低;在要素市场发育越落后、法治水平越低以及政府掠夺越严重的地区,企业政治关系对劳动收入份额的负面影响越强烈。即便控制可能存在的内生性和异常样本点影响后,上述研究结论依然稳健可靠。本文研究结果意味着,我国民营企业劳动收入份额的决定有其政治经济原因。塑造良好的营商软环境、改善制度质量,乃至更深入地面向竞争和市场化的改革,对于改善民营企业要素报酬分配,促使其步入良性发展轨道有着重要意义。The behavior of enterprisers' investment into the political relationship(PR) in order to seek the PR rent will impact on the remuneration distribution of enterprise' s internal elements.In this article,we have studied weather the PR under the particular institutional environment of China will influence the share of the labor income(SOTLI).By the study of the three rounds of survey data,between 2004 and 2006,on the private firms all over China,we have discovered that the SOTLI of firms with the PR is noticeably less than that of firms without the PR,that the greater the degree of the PR,the lower the SOTLI,that the more backward the development of the factor market,the lower the level of the rule by law,and that,in the area where the more serious the government's plundering,the greater the negative effect of the SOTLI.The results of our study mentioned above are robust and reliable even the problem of endogenicity and outliers is considered.The results of this study mean that the fixing of the SOTLI of China' s private enterprises has its political and economic roots.Therefore,shaping a good and soft environment in business,improving the institutional quality,and deepening the competition-and-market-oriented reform,have an important significance for improving the income distribution of private enterprises to propelling it to a healthy development path.
