摘　　要：欠发达地区职业教育决策机制的高效运转依赖于决策体制与决策制度两个方面。决策体制是决策机制运转的载体、是硬件;决策制度是保障、是必要的软件。现阶段,欠发达地区职业教育的决策主体是"政府+学校",政府是上层的决策主体,学校是基层的决策主体;在决策手段上宜采用"计划+市场"的混合运转模式,即政府运用计划手段对当地职业教育发展中的重大事项进行决策,学校运用市场手段对关乎学校发展的微观事项进行决策。欠发达地区的各个省政府要针对现行高职教育"党委领导下的校长负责制"制定实施细则,各大中城市要建立统一的职业教育管理机构,做到政府管理职能既不"越位"又不"缺位";各职业院校本着自愿的原则建立区域内的"职业院校协商机构",力争做到在资源有限的情况下集中力量、错位发展,并且在一定的决策制度保证之下进行程序化决策。Effective operation of the decision-making mechanism of vocational education in underdeveloped areas depends on two factors--scheme of decision-making and system of decision-making. The former is the vehicle and hardware of the implementation of decision-making mechanism while the latter is its safeguard and necessary soft- ware. Presently, ＂Government ＆ College＂ are the decision-makers of vocational education in underdeveloped ar- eas, and government is the upper level decision-maker while the college is on the basic level. Comprehensive opera- tion of ＂Plan ＆ Market＂ mode should be adopted, namely, government takes planning means to make decision of the major issues of the development of the local vocational education and college takes means of market to make de- cision of the concrete issues. The provincial governments in under-developed regions should formulate and imple- ment some detailed policies for the vocational education in the System of ＂President＇ s Responsibility under the Leadership of CPC Committee＂ . The municipal governments of big and medium-sized cities should establish the unified management institutes for vocational education and duely assume the power and responsibility. According to the principle of voluntary participation, the vocational colleges should build up the regional ＂Coordinating Frame- work for Vocational Colleges＂ and integrate the forces for supplementary development with limited resources, as well as make programmed decisions under the decision-making system.
