摘 要:21世纪初,越南启动了第一轮大学质量评估。对相关政策文献的梳理与分析表明,越南的大学质量评估以"合目标"的质量观为指导,融合了教育质量改进与学校绩效衡量的双重意图。评估程序包含自我评估、外部评估与国家审定三个阶段。从评估指标的价值取向来看,越南大学质量评估的重心在于评估大学人才培养功能,以输入和过程作为评估的基本向度,其评估的方法倾向于质性。归纳起来,越南大学质量评估制度的建设有以下中长期目标:一是提高评估指标的适切性与增加产出指标。二是增强外部评估的严密性与公平公正性。三是提升学校在评估中的自主性与主体性。四是评估权力下放与建立评估双轨制。In the first decade of 21st century,Vietnam launched the first-round evaluation in the 4-year institutions of higher learning.The analysis of relevant governmental documents reveals that with the core concept of quality as fitness for purpose,university evaluation in Vietnam has been oriented to quality improvement and performance-based accountability.The evaluation consists of three main procedures : internal self-evaluation,external evaluation and state examination and approval.The evaluation criteria are fundamentally used to evaluate the education of talents in universities,focused on educational input and educational process.The method is qualitative.The system of university evaluation in Vietnam plans to reach the following goals : first,the adjustment of the evaluation criteria to become more adaptable and the application of more output criteria;second,the enhancement of a strict,and just procedure of external evaluation,and third,the promotion of university autonomy and subjectivity;fourth,the decentralization of evaluation power and the following establishment of a double track of evaluation between semi-governmental body and independent social intermediary body.
