变外来工为新市民的探索——由“吾齐班”办学特点引发的思考

摘　　要：变外来工为新市民对于加强与创新社会管理,促进和谐社会建设等方面具有重大意义。厦门"五齐学校"举办的"吾齐班"在这方面进行了探索,取得了成果,形成了特色。这个特色的本质特征是遵循"因材施教"的教育原则和教育规律,根本理念是"以人为本",表现形式是构建"三部一体"的"化人"模式。借鉴这些经验,有关管理部门要赋予办学机构应有的自主权,地方政府要纳入施政职能,建立协调与配合机制,动员和引导社会资源开展相关工作。It is of great significance to explore the change of migrant workers for new citizens, which could favour the strengthening and innovation of social management, and promote the construction of harmoni- ous society. Wuqi Class held by Xiamen ＂Wuqi Humanities and Vocational Training School＂ has probed in this aspect, and the exploration has been fruitful and characteristic. The essential feature of this characteristic is to follow the principle and law of education that is teaching students in accordance of their aptitude. The fundamental philosophy of this characteristic is ＂human - oriented＂. The manifestation is the construction of the school edification mode which is a system of three elements. Learning from these experiences, the relevant administrative departments should give education institution deserved autonomy. Local governments should be included in the policy function, establish coordination and cooperation mechanism, mobilize and guide social resources to carry out the relevant work.
