摘　　要：生源地信用助学贷款大力推进了高等教育事业,但其存在各相关主体间的联动机制不健全、高校的权益与责任不对等、学生违约和补偿机制尚未建立、以奖代补专项资金管理不到位等问题。因此,建立多级多方的联动机制是生源地信用助学贷款风险防控的应有之举,以确保这一制度持续稳定地运行。Locally-granted Student Loan has strongly promoted the development of higher education. But there still exist many problems such as the imperfect linkage mechanism among relevant subjects, the non-equivalence between the rights and duties of colleges and universities, the underdeveloped mechanism of students＇ breaching of contract and compensation, the imperfect management of special funds on compensation replaced with awards. Therefore, building a linkage of multi-level and multi-party is the important measure for the implementing of risk prevention and control in locally-granted student loan.
