摘  要:自1985年11月22日,六届全国人大常委会通过《关于在公民中基本普及法律常识的决议》以来,现在已进入第六个全民普法五年规划,经过近20多年的努力,普法教育取得了一定的成就,为预防和减少违法犯罪,维护社会治安和社会稳定做出了积极贡献。但是,普法,尤其是对青少年普法的思想目的是什么?普法的内容应当怎样确定?什么方法为最佳?纵观中国普法的实践,基本上是实行犯罪预防和守法教育,特别是中小学的课外法律教育多是"恐吓教育",给人的感觉,法律就是阴森恐怖的手铐、脚镣、高墙、电网,其实这是对法律的误解,也是对普法教育的歪曲。笔者拟谈谈普法教育的原理,以还其本来面目。Since the sixth NPC Standing Committee made The Resolution on Popularization of the Basic Legal Knowledge among the Citizens on November 22,1985,the sixth national five-year-planning of popularization of the basic legal knowledge has come.The education has made some achievements after nearly 20 years of effort,which has made a positive contribution to the maintenance of social public security and social stability in order to prevent and reduce crime.However,law popularization,especially to young people,what is the purpose? How to define the content? What method is best? Practice in Chinn shows it is basically to carry out the crime prevention and law education,especially legal education outside class in primary and secondary schools are "intimidation education",this is actually the misunderstanding of the law,also a travesty of legal education.The author intends to talk about the principle of legal education to restore its true colors.
