转基因生物安全的公众隐忧与风险交流的机制创新

摘　　要：21世纪是生物技术的世纪,推进具有自主知识产权的转基因新品种的产业化是推动我国现代农业发展、确保粮食安全的战略性选择之一。然而,当前制约我国政府转基因作物产业化发展的主要因素在于公众态度,因此构建有效的转基因生物安全风险交流机制,正确引导公众对转基因技术客观理性认识具有重要意义。同时,借鉴全球转基因作物商业化经验,探讨我国转基因生物安全风险交流的主体关系、交流方式和交流策略,构建有效转基因生物安全风险交流的创新机制,以解决信息不对称导致的舆情危机。The 21st century is the century of biotechnology, when transgenic biotechnology applications is the trend. Industrialization is advancing with independent intellectual property rights of new varieties of genetically modified to promote the development of modern agriculture in China, which is the strategic choice to ensure food security. The Citizens＇ acceptance attitude to genetically modified technology has become an important factor restricting government transgenic industrialization of decision-making. It is important to describe how to guide the public to turn gene technology objective rational understanding of the strategy, and develop a framework of popular science propaganda of GMOs knowledge. Based on the analysis of the global transgenic crop commercialization of initial effects and technology risks, this study reveals the major problems of the risk communication for GMOs＇ safety in China. Further, we propose a strategy framework to construct a communication platform on GMO risks, consisting of risk communication main relations, exchange of the way and exchange strategies, which will primarily pay attention to public participation. Finally, the study provides relevant recommendations to avoid the public opinion crisis caused by asymmetric information.
