摘  要:新市民教育培训可有效促进新市民与城市的融合。当前新市民教育培训系统中的政府、培训组织、用人单位、社区与新市民等参与主体均存在一定问题。本文在梳理了新市民教育培训参与主体激励传导路径的基础上,以宁波为例,提出对新市民教育培训激励应强化政府责任,充分发挥政府主导作用;激励培训组织提高培训效果,发挥主阵地作用;激励用人单位主动参与,发挥重要渠道作用;激励社区拓展功能,发挥重要平台作用;激励新市民自身的内在动力与主体意识,切实提高新市民教育培训效果,推动新市民城市化进程。New citizens training and education could help the new citizens integrate into cities. Currently, there are problems exsit in the main participants, such as, government, training organization, employing unit, community and new citizens in the education and training system. This paper, based on analyzing the incentive conduction path for the main participants of new citizen education and training, proposes that government's responsibility should be strengthened, and it should fully play its leading role. The training organization should be encouraged to improve its training effect and play its main role. The employing unit should be encouraged to participate actively and play its channel funciton. Community should be inspired to expand functions and play as a platform. The new citizens should be inspired to exert Intrinsic motivation and consciousness, so as to improve the training effect practically and push forward the Urbanization Process.
