摘 要:通过对30个省(自治区、直辖市)异地高考方案的内容分析,可以发现:部分地区的异地高考方案背离中央政策原意,在报考院校类型上"区别对待";准入条件中考虑不相关因素,包含不可控的指标;在制定过程中公众参与度较低,缺少参与的渠道与程序。为更好地推进异地高考方案的改革与完善,需要注意以下方面:有效监测,合理配置教育资源;加强沟通,促进利益相关者的协调;积极发展农村普通高中,促进教育均衡发展;发挥政策的协同作用,推进高考制度改革。The paper probes into the rationality of current immigration college entrance examination policies by content analysis. Research indicates that some plans deviate from the intent of the central government policies, showing discrimination when admission ; Consider irrelevant factors, involving uncontrollable indicators; Low public participation in formula- ting process , lacking of legal ways and procedures. Therefore, in order to solve the problem of floating students' college entrance examination effectively, countermeasures are as fol- low: effective monitoring to allocate education resources rationally; enhance communication and coordination of stakeholders; develop general high schools in rural areas, promoting the balanced development of education; and play the function of policy coordination, such as the reform of college entrance examination system.
