摘  要:"新机制"实施后,农村义务教育经费保障水平显著提高,城乡义务教育公共投入均衡程度明显改善。但由于政府投入低重心格局尚未改变,县级政府教育投入表现出一定程度"挤出效应",区域内教育经费配置的校际公平性亟待改进;农村教师收入水平偏低,社保制度、补偿性收入制度不够完善;农村家庭教育负担仍然有待减轻,学生资助等相关投入和管理制度存在缺陷。因此,必须重视深化公共财政投入体制改革,真正建立适应教育发展内在秩序的义务教育长效保障机制,实现城乡间、区域间以及区域内教育均衡发展。After the implementation of "New Mechanism" policy, the guarantee level of rural compulsory education funding has been improved significantly, and the balance degree of public input between urban and rural compulsory education also has been improved a lot. However, the underlung pattern of government investment has not been changed yet, education investment of the county government shows "crowding-out effect" on some level, therefore, the interscholastic equity of funds allocation within a region should be improved urgently. The income level of rural teachers is relatively low, social security system and compensatory income system haven't been perfect. The pressure from family education in countryside still need to be reduced, and some input and management systems about student financial aid are still defective. Therefore, intensifying input system reform of public finance should be paid attention to, the guarantee mechanism with long-term effect of compulsory education adapted to the inherent law of education development should be established really, so that balanced development of compulsory education between the urban and the rural, inter-region, and intra-region can be realized.
